About The Plan
& Our Work

The North Valley is a unique and cherished part of Bernalillo County. The North Valley Area Plan (NVAP), adopted in 1993, seeks to protect and enhance the unique qualities of the valley while simultaneously enriching the metropolitan area.  The key goal of the 1993 North Valley Area Plan  was to preserve and enhance the environmental quality of the North Valley Area by:

  • Maintaining the rural flavor of the North Valley;

  • Controlling growth and maintaining low density development; and

  • Providing a variety of housing opportunities and life styles including differing socioeconomic types.

 

Over the past thirty years, many things have changed while others remain the same.  Bernalillo County Planning and Development Services (PDS) has engaged Bohannan Huston and Anthropopulus to facilitate a community-led process to review and update (as needed) the North Valley Area Plan based on community values and goals.  The planning process will include rigorous land use and existing conditions analysis that will inform a robust community engagement process.The updated North Valley Area Plan will serve as a policy framework to guide future planning efforts and development in the unincorporated North Valley.

 

The team will be conducting the following analysis to inform the update: 

  • What is the land use landscape of the North Valley? How does allowable zoning compare to active uses?

  • Where are there active agricultural uses in the North Valley? How has agricultural land use changed over time?

  • Are cluster housing developments meeting the intended goals of the North Valley Area Plan?

  • How are Special Use Permits impacting land use patterns?  Where are their concentrations and compatibility concerns with surrounding uses?

  • What progress has been made on the goals and policies in the 1993 NVAP?

Community Engagement

Community input has a key role in developing the future of the North Valley!  We need broad input to make decisions that reflect all community members who live, work, and play in the North Valley.  Your input guides where funding goes, what gets built, improved, or protected.  Join us in building a plan to strengthen and advance North Valley community priorities.

There will be many opportunities for engagement throughout the planning process, which you can read about in this section!

 

We have developed the following goals for our engagement activities:

 

  1. Foster a sense of belonging for all community members;

  2. Build positive relationships between community members and between community members and Bernalillo County;

  3. Create a shared community vision for the future of North Valley;

  4. Cultivate new community leaders, including leaders from under-represented groups; and

  5. Create opportunities for joy.

Steering Committee

A twelve-member Steering Committee will be a key advisory body providing input to Bernalillo County on the Plan.  The Steering Committee will connect and integrate stakeholders, local and emerging leaders, and diverse perspectives into the planning process.  Steering Committee members will be recruited with a public call for participants.

Two Community Surveys

These surveys will ensure that community opinions are incorporated at every stage of the project. The first survey will open in the fall of 2026.

Two Public Open Houses

Throughout the planning process, we’ll be hosting two open houses. The purpose of these open houses is to disseminate information and gather meaningful input through fun, interactive activities. Activities will utilize engaging visuals and exercises to establish a shared understanding, develop a common vision, and build positive community relationships.

Community Learning Sessions

We plan to host up to six topic-specific sessions on key issues within the unincorporated North Valley, including economic development; housing; transportation and trails; agriculture; and more.

Art Making Value Strategies

There will be two artistic and creative events hosted to engage the community in a joyful and creative project. These events will gather information from historically underrepresented voices in the planning process, including but not limited to youth, adolescents, and emerging adults.
